Mayor says test scores for NYC students show his strategy is working

New York City mayor Bill de Blasio says he has proof that his “pre-K for all” is improving. Overall, students have increasesd their English test scores by 0.7% and math test scores by 2.9% from the 2017-2018 school year into 2018-2019. Do theses scores really show anything?
